It would be interesting to learn the Maroccan geospatial authorities' answer to your inquiry.

Otherwise, there is no 10 m free DEM available at the moment.

And finally, are you sure you need this resolution for such a large area? I would suggest going for the Copernicus DEM. It is currently the best out there.

Yes. Correct. For such a large area as Morocco, a 30m resolution would be sufficient.
