When writing a book which is better: (1) Write and finish your book completely then submit it to a publisher, or (2) Write the summary and the chapters contents then look for a publisher?
Ashraf - a summary is always the best. It is usually what main book publishers require before they think of commissioning your work. If you are approaching some of the 'main' publishing houses i.e. Elsevier, Wiley, Sage, CUP, OUP etc then they have a standard template that they want you to fill. Some of it is the proposed outline and content of your book - but they ask for other factors as well - such as 'why is your book needed', 'what is the market competition', timelines etc. Most main publishers will not accept a whole book submission - as it is time-consuming to review - and doesn't answer the questions that I have just stated - that is preferred before contracts are drawn up and commencement of the text. As Filippo suggests, some publishers may said for a sample work i.e. part of or a whole chapter. That is more to assess your writing skills and style.
