There are multiple IEEE Transactions in power and energy based on the scope of work. IEEE Transaction on Power System (I think it is the hardest to get something accepted to), the IEEE Transaction on SmartGrid, and IEEE Transaction on Sustainable energy.

Most of them take about 2-3 months based on how quick the reviewers are and how bushy the editor in chief is.

The impact factor changes from time to time.

As of today. Here are the impact factor of each of these :

- IEEE Transactions on Power Systems Impact factor 5.6

- IEEE Transactions on Smart Grid Impact factor 6.6

- IEEE Transaction on Sustainable energy Impact factor 4.9

Despite all these numbers, people in the PES society still believe that IEEE Transactions on Power Systems , I think.
