In order to do a good research you must know deeply what have been done in a specific research area. For example in electrical engineering you have to search in IEEE, Science direct and Google. Are these resources enough to know at least 80% of the research in a specific topic and what are the required steps for strong literature review?

However, some journals don't use it. You can use other databases as you mentioned in your questions such as IEEE or Science Direct, or the a search from the journals archives can also help in this regard.

Dear Muhammad, thank you for answering my question. Yes this is what I meant, because some authors only rely on specific data base for example IEEE or science direct, however there are excellent research in the other data base.

Different databases can be attached with the Google Scholar, so it can extract articles from those databases.
Dear Kiran, thank you for answering my question, yes the Google scholar is the most extensive database, unfortunately it is full of non trusted and predatory publications.
