This is perhaps a contentious question and most will hopefully not come across it. Nevertheless, I a few years ago worked in private colleges, a new phenomenon at the time in the UK. I was shocked to discover the majority of the lercturers held either unaccredited qualifications or qualifications acquired in private colleges attached to universities and yet displayed no genuine academic ability. Several had no idea how to write or mark essays. A few, very few, went into minor universities. I know of, in this fashion, a self-styled Professor who trained as an accountant but had never studied at a university.
Such individuals were identifiable by their arrogance and of course limited knowledge.
Very valid point you make here. Apart from qualifications from mediocre institutions, competence is also lacking in most, which as observed by you, is covered up by arrogance.
Educational institutions that pay low compensation have a lot of such people. Many Indian educational Institutions in India suffer this fate.
Only way is to avoid working in such institutions.

How did they get on the job? The appointment committee should be responsible for this! They should have carried out their background checks well. Be careful not to speak ill of them. Just do your work. Its not your business. You didn't put them there. Students should report their incompetence in lecturer appraisal and assessment forms carried out annually by higher institutions. The feedback would keep the university HR department abreast of their low standards and decide on what to do to them. Its very distressing to work in such institutions. You advice yourself. A good question, I have seen corruption in universities. This is not uncommon. But my best advise is this, qualified staff that have earned their place at the Institutions they work in fairly and through hard work should persevere, and not be phased in any way, work hard do your best. In the end, the quality of a person's work will show, for everyone to see. In the end, the unqualified will be exposed through their own poor quality work, and this will naturally see them move out. Their poor quality work will only be exposed when contrasted by the good work done by those who actually know what they are doing.
I agree with Papa Yaw. Evidence is the only channel to prove this allegation.
The processes that such people succeed is varied: a university franchises out degrees-I can name names but won't unless required-where the college holding the franchise enable students by writing essays. This is one way.
I agree with Reuben. Their performances are low, they are gossipy, they can be arrogant and rude to cover up their deficiencies.
Dickson, many students prefer these unqualified academics because they are less demanding, having lower points of understanding.
I know of a recruitment company that puts PhD students into minor universities, fabricating their educational backgrounds. Sorry guys, for them it is business and they put no value on education.
