Does their presence in host countries, usually in the West, aid the host countries or their own country more? Do millions of students learning and training in other countries aid globalisation? Do they nevertheless dilute the qualifications of host countries?
The overall effect is positive. At the University of Central Missouri we have a lot of international students especially in the computer science field. These students benefit from getting a good education at the university. But, the university benefits too. The student body is exposed to a wide variety of cultures and languages this way. Our students should not live in a bubble. There is a whole world out there and the international students help to share it.
As they are studying in other countries, they are adding to their economic growth during their study period and can get influenced by their culture, or can influence them as well. When they return to their countries, if they return, then they can benefit their countries with the education and training they have received in west or any place where they have studied. They can share the culture and values of other countries in their native ones.
Economically, international students mean business for the West. Their presence may aid globalization, where "may" means that in some cases it creates bias and cultural discrimination. Their presence may also produce both lower standards and enrichment of the educational process.
Both the native and the host nations are beneficiaries. For the host nation, the process brings economic and cultural diversification. It also put in place a healthy competitions between students which aid the state of academic in the community. On the other hand, the native community receive a boost in the educational development, cultural, social and economic diversification, brings confidence, innovations and improved technical know how.

OK, mostly I agree but just a proviso-as a lecturer I noted over the years that students' written English deteriorated and that papers I marked were increasingly less coherent. At some levels, markers like myself were issued with instructions to ignore poor English unless it was particularly bad. Plagiarism grew exponentially, and in some instances I rejected half the papers I received.

Yes standards are being deliberately lowered as economy leads us to take decisions, to enroll, accommodate and then make them degree holders as in reality, they are not having capablities to have these degrees.
Not all, Nazia. Some show ongoing development. A lessening of government controls has had a dire effect in business and health degrees.
Stanley at UCM we have found the TOEFL is not all it is cracked up to be. The solution is to offer classes for the foreign students who might have problems with English (Not all do) to improve their English. They are here to learn, let's teach them. Plagiarism is never tolerated. But part of the solution to that is that all students, including foreign ones, must be made aware of what plagiarism is. Maintain our standards, but educate the student to those standards. Isn't that what is university is supposed to be?
yes, Gregg, some simply come from countries with different learning methodologies, and sometimes different standards. I have heard complaints about TOEFL I heard quite a few universities are preferencing IELTS.
Stanley, one other thing. Sometimes the English reading and writing skills of American students who went to poorly funded or poorly managed schools in the inner city aren't exactly great either. Their high school grades might not reflect that, as they were the best of what was there.These are not bad students, they just did not have the same level of opportunities that others might have had. The solution is basically the same. We have classes in writing to bring students up to college level writing. We also provide (at no charge) a writing center where any student can go and get help with their writing assignments. The writing center will not do the assignment for them. But they will help the student to do the assignment in an way that improves their writing skills.
International students add financial and cultural currency to the host countries, but they are not always receive the equity they deserve in terms of curriculum responsiveness with a "host" country curriculum. These sources shed more light on this issue:

Debra, I haven't read into your work, but I will later. Nevertheless, I get your gist and yes it is a matter that requires more discussion. In terms of history teaching, that can easily be rectified but if subjects become a matter of cultural negotiation we are on less certain ground.
I came across here on RG a paper on psychotherapy, one of my disciplines, that makes claims and statements that while reflecting a cultural position had absolutely nothing to do with the essential tenets of psychotherapy-in fact the piece created such a bad mood in me I merely wrote that they were no more than a bunch of fascists appropriating a healing source for their own ideological ends. A fair statement in fact!
I do remember in UCL some 15 years ago also an eminent scientist being verbally attacked through teaching evolution. Doing work in a private school for foreign students (as they were called) over a short period of 3 months ten years ago, I was told not to reference certain ideas, such as evolution. I did of course.
While dilution of language skills is one certain result the dilution of intellectual discussion and development raises a risk too far.
