If there is no ideal loading control. I think the best way is to try to make even the total protein loading in each lane. Just quantitate the concentration of total protein in your samples, and then finely control the loading so that each lane has the same amount of total proteins. You can do a commassie blue staining for the blot after the western blotting to confirm that the total protein is even in all lanes.
