In my view getting your pcr primers made with companies personally gives you much more product at a better price than ordering pre-made sets( just look up the price of random hexamers commercially compare to having a 6-mer made ). PCR primers generally just need desalting not great purification and if you are ordering many then most companies will give discounts. All oligo manufacturing companies use the same phosphoramidite chemistry which will provide top quality oligos whichever company you use so look at speed of delivery, cost of synthesis and delivery mainly to decide which company to use for your primers. If you are using dye labelled primers then check that the machine you measure your product on has filter sets for the dye type that you are using before ordering
