There is no general best solvent for the extraction of bioactive components. The solvent is always based upon the nature of compounds you want to isolate from the plant material. e.g. if you want to extract non-polar components like sterols or specifically, stigmasterol or sitosterol, you will prefer non-polar kind of solvents like hexane or its mixture with ethyl acetate according to the nature of the plant material.
