The type of measurement model must be selected: reflective or formative. Then, a pilot test ca be applied, especially if data will be collected through a questionnaire. Some statistical techniques can be applied to validate the scales, e.g. Confirmatory Factor Analysis. After the content validation, the statistical measures to confirm empirical reliability and validity depend on the type of measurement model.
Most approaches to construct validity are correlational, based on predictions about how your new scale should be related to other variables. In particular, convergent validity occurs when your new scale has a positive correlation with other items that measure the same thing, and discriminate validity implies negative correlations with items that measure opposite concepts.
