There is a probability analysis defined in the PPR 140 which takes in to accounts the fire design for tunnel and calculations the probability of fatality per year. Fatality rate can be taken from the current road statistics of the country in which you are designing the road. But i want to know from your experience what other risk analysis you can do when designing tunnels for fatality rate from fire.
Acceptable risk factors vary with cultures. As does the amount they can afford to minimize risk. No fatality is acceptable. But risk is usually part of the design. At times its simply due to the age of the vehicles and the operators knowledge and application for safe driving.
