Dear all,
More than three months ago, one of my papers was accepted in a journal (if necessary I can tell the name). During the acceptance process, the editorial office tried different ways to get some fees from my side. For instance, they asked me to pay around 100 USD to the editorial office to improve the resolution quality of some figures. However, we rejected to pay and we improved the quality of the figure by ourselves. Finally, my paper was accepted for publication. However, the journal office has not published it yet after 3 months and only create some nonsense excuses. Whenever I contact them, they tell me that the paper will be published soon.
Now, I am sure this journal has no intention to publish our accepted paper. I want to ask if anyone knows where shall I contact to complain about this behavior? There must be a center to control the behavior of all journals and can punish them if they do not behave scientifically.

They will publish it, just check how the jounal publish articles. Some journals do not publish immediately, they take some time.
Yes, After acceptance there is no way to reject the manuscript. Please follow the instructions. In case if they ask for money kindly ask those people who are good at fluency. You don't need to pay for that. It worked in my case

If the article has already been accepted, the magazine should publish it. Failure to publish the manuscript can lead to errors in the ethics of the journal, which is very regrettable.

I think you should mention the name of the journal, so we can confirm if its a predatory journal or not, but based on what you've said i see nothing unusual, journals take some time before publishing articles, one of my papers was published 9 months after being accepted.

It's a clear indication of the bad credibility of the said journal. Forget about this journal and submit your article to a reputed journal.
Once the manuscript is accepted then it will be responsibility of the publisher to publish it. Is it predatory journal ?

Thanks for your reply. I don't know if it is a predatory journal. I couldn't find its name in the following list of predatory journals. However, the way the Editorial office is working with authors is wired. As I said, during the submission they are contacting you many times for paying expenses to improve for instance quality of the graphics, level of English, and so on.

Do realise that when a (bigger) publisher is behind a journal then not so much the individual titles are listed but ‘just’ the potential predatory publisher: https://beallslist.net/standalone-journals/ (and updated version https://beallslist.net/standalone-journals/#update ).

PS. Unfortunately you are a bit mysterious about the journal but if it turns out to be a legit journal and the journal is an exclusively subscription-based journal it is not unusual that it takes (because of for example space limits) an (awful) long time before an accepted paper is published in the printed version (do check some previous issues for an indication).
Hi Dr Farzad Seidi . If the paper is accepted the journal must publish it; otherwise , it is not a respected journal and no need to publish in it. I advice to withdraw your paper officially from this journal and publish it in a respected one.
