2% gels are used to see the difference of 100 bp DNA. Try 3% or the recommended gel percentage given with your ladder at 5V/cm.

Thanks for the suggestion. this time, I tried running 3% gel but still not able to resolve them better. Both band seem to apear at the same location.

i would expect 2%  gel to work. You need to run the gel slowly ie lower voltage about 3V/cm  ( to avoid band broadening by thermal diffusion) and in the cold helps and the further you run the gel the better the resolution will be so use a 20cm gel and you do not need the samller bands
