It is that much well known fact that developing countries are the least if not thoroughly who do not apply and implement research findings either the local findings or those which belong to the international community! Why?

Well, there are many factors limiting implementation of findings in not only developing countries but at times it cuts across economies. One factor I wish to point out is an Individual related factor "Attitude". This comes into play when the policy makers dont really value the importance of evidence informed policies and they choose to go one way:- "politics informed policies. This is true for many developing economies. And yes, politics has a role to play in policy making, but it shouldn't cloud the other domains that inform policy making such as research finding.

Some of the reasons in the literature are that in practice the engagement between researchers and policy-makers is insufficient, uni-directional and rarely sustained. Researchers and policy-makers often do not speak the same language. There is insufficient capacity and resources for knowledge translation in many developing countries. Research evidence provided to policy-makers might be too complex, too detailed, too technical or lacking in timeliness.

great question, as Mwangi and frank has responded there many factors, some research requires proper planning and budgets to implement which policy maker find hard to do compared to the things they considers good. this is because they do not appreciate the part played by reseach in making policies . secondly the researchers do not digest their findings to the level the policy makers can appreciate and understand to implement.
usually, the policy maker are not willing to due to their personal interest to save their loyalty with the government and lack of political will on the part of the government to implement it.
Because they have weak government and administration and they are under the influence of globalization

in brief, capacity building is recommending at ministry level and its directorates to embed the culture of knowledge translation and the use of information to inform policy making. a dramatic reform in the health information system to ensure correct, valid and credible data.
