Can anyone recognize this sunflower disease. The plants are practically healthy in appearance, the lower leaves are completely dry, the core of the stem is a completely rotten, odorless mass.
Your question is correct. I cannot say for sure, just guess based on the symptoms.
I can say only that P. corrugata virulence (aggressiveness) depends on the temperature, humidity, and other physiologic stresses. This bacterium is present on a many plants of different species in rhizosphere or as endophyte, including at least one Astraceae (Achilléa millefólium).
I have found P. corrugata in different diseased plants (in greenhouse) besides tomato, and I know that in some cases they were treated by commercial bioagent based on P. corrugata antagonist (against Fusarium). Isolated strains were virulent to the corresponding host plants. But, P. corrugata was found always in mix with other pathogens. I cannot say that it was a primary pathogen.
In your photos of seems to be bacteria, then I recommendt first identified which kind of bacteria is, and eliminate the material for avoid a great contamination.
