This is true, many academic libraries are using bibliometrics as one of their functions. This trend started about three years ago. Scientometrics and bibliometrics experts could also occupy the positions of knowledge experts in companies that are information intensive, that is, are doing information and intelligence work to determine marketing objectives.
The skill and talent is extremely useful. But organisations are not exploiting this subject for various reasons. I am doubtful of generating many jobs for experts in this subject.
