What is your view on the services of professional editors of manuscripts around us. They always charge high fee for their services rendered. As high as 250USD.
Dear Olutosin, I agree with you, the fees are too high and if paying how can you be sure that the paper is or not of a high quality. That opens the question about what a high quality is? Who will decide this? According to what is the paper classified in high qualities? I believe that there are many high quality papers that are rejected from some journals. All of us can not be extraordinary creators of theories, not everybody can be Fishman for example, not everybody can be Van Dijk. Not everyone can made a model of something, not everyone can be founders of theories, yet some of us have many things to say thus, create a quality paper. The editor has to be aware of the condition in the country where the paper is written. It should not be an author fault if some theory is too old for some editors, but this particular theory is in its humble beginnings in some country. A lot of factors should be taken into consideration. Finally, why should we have to pay? The science and the knowledge should be open for everyone. I avoid journals which ask the submitter to pay a fee.

So long as open access mode of paper publications came around, some publishers (even renowned ones), try to highlight and encourage this mode of publications. For the closed access publications, there is some sort of publishers' reluctance towards early action in publication. In some cases the charge of open access publications is as high as US$ 1220, even more.
The service you talk about is optional (not compulsory) in case your submitted manuscript is not proofreaded, poor syntax, and has many grammatical errors. The journal provides this service with editing fees in order to ensure a well written paper before submission process, and this will increase the rate of your paper acceptance. However, if you don't want to use this service, you make sure that your paper is well written.
In my own opinion, you may not need the services of so-called professional editors when you have really done a well articulated and thorough research work before submitting to a reputable journal with excellence track record. This can minimize the possibility of manuscripts rejection.
I once had a run-in (by email) with a (self-styled?) professional editor who posted an ad on a listserv I was subscribed to. I spotted an error (a category mistake of a grammatical sort that a non-native speaker of English might make) in his ad and informed him of it. He took umbrage at this and tried to belittle me with mockery. I think there are many non-native speakers who completed degrees at English-speaking universities and came away with an inflated view of their proficiency in English. At my own university, I was astounded by the number of people who posted ads on notice boards offering editing/proofreading services, yet had simple grammatical errors in their ads. I am not a grammar Nazi but pluralizing with an apostrophe-S just doesn't cut it. Maybe it is a just a case of getting what you pay for, since those ads commanding higher fees also tended to be error-free and had a more professional appearance.
In my own opinion, some researchers may need their services in case they did not have the time to go through very thorough manuscript proofreading before submitting it.
