I fully agree with this great statement. A person without heart , mind , and conscience is no more human & ought to be categorized as some kind of rock or stone.
Indeed to be merciful, have wisdom and equipped with measures of what is right and wrong are vital ingredients for a life of a person of reason who is good to him/her self and to society at large.
If the heart, mind and conscience are not present/active you better bury yourself under the soil and forget you are human being ( i may be very harsh here).
It is through the heart that humans conceive and show mercy. The mind is the seat of wisdom. A person with dead conscience can do all kinds of evil. Your assertions are right.

If I may add a spiritual aspect to the topic: The soul is the subject of human consciousness and freedom; soul and body together form one unique human nature. Each human soul is individual and immortal, immediately created by God. The soul does not die with the body, from which it is separated by death, and with which it will be reunited in the final resurrection (Catholic Answers.com). Therefore, even if the heart, mind, and conscience are warped and can potentially lead one to death, the soul does not die. As such, there's always hope that someone's prayers can touch the person's soul either in life or death to be reconciled with the Creator.
Agreed conscience is paramount important because without conscience, a human beings will become self-centric, forsaking all the good deeds, taking a wrong as good & willing to betray others surrounding us.
I agree with the wise statements because without one's ability to feel, one can't empathize and show mercy to others; without one's ability to think, one can't seek and find knowledge and wisdom; without one's conscience to guide one's actions (by discerning what is right from what is wrong), all hells can break loose.
As researchers in this world, we need a heart that beats, and a mind that that is sharp and wise. And we need a conscience that is alive to do good with our gifts, and no harm. When an old person falls on the street, any one of us with conscience has to bend down to help him up. But helped old people often accuse the rescuers of leading the trouble. Not long ago tree pupils about 10 years old met the problem in my country. In Singapore there are laws protecting the rescuers.

In the lines you stated above, the poet conceives ‘‘consciousness’’, ’‘heart’’ and ‘‘mind’’ as attributes of a being. He then projects, ’‘heart’’ and ‘‘mind’’ as a sub-set of ‘‘consciousness’’.
He sees ‘‘mercy’’ as a feature that is intrinsically linked to the heart as ‘‘wisdom’’ is linked to the’’ mind’’. By so doing, the poet may wish to state that a conscious being has both the heart and the mind. His message then stands clear: A conscious being is the one who is merciful and wise. The absence of any one of the two attributes deprives the being of ‘‘consciousness’’ (‘‘If consciousness is dead, everything is gone”). From his point of view, a being that lacks wisdom and mercy is insensitive (i.e. dead). The one who is merciful but is unwise is insensitive and again, the being that is wise but unmerciful is also insensitive.
I think that conscience is indispensable for human progressing. The grafters without conscience can destroy the harmony of a society. Or maybe they can bring a war to a country and ravaging the country. Is there anyway can decrease corruption? Is it a good way using huge salary to reduce corruptions?
The conscious mind may be compared to a fountain playing in the sun and falling back into the great subterranean pool of subconscious from which it rises.
