If zirconium oxychloride octahydrate is used as a precursor and Urea is used as a surface modifier, what should be the appropriate oven and calcination temperature for the zirconium oxychloride octahydrate to form room temperature stable ZrO nanoparticles? A research paper containing relevant information will be much appreciated.
What procedure be adopted to tune the morphology of the nanoparticles to obtain nanorods, cubes or quantum dots.

To get the calcination temperature please perform the TGA (thermogravimetric analysis) of the sample/precursor. At the point, the mass loss becomes parallel to the temperature axis the idea of the calcination temperature can be evaluated. This I can say from my side.

many thanks for sharing this interesting technical question with other RG members. First of all I would like to mention that the only really stable oxidation state of zirconium is +4. Thus only zirconium dioxide (= zirconia, ZrO2) is stable under normal conditions. As described in the following interesting article, zirconium(II) oxide (ZrO) has been detected under various conditions, but it is not stable as a bulk material:

Unlike the unstable ZrO, there are various methods to prepare ZrO2 nanoparticles. A rather simple and straightforward protocol for the synthesis of ZrO2 nanoparticles from zirconium oxychloride octahydrate and urea has been described in the following Open Acces article:

This paper can also be freely downloaded as pdf file from RG. The ZrO2 NPs were synthesized by a solvothermal synthesis from ZrOCl2⋅8H2O and urea in methanol at 200 °C. The authors report a calcination temperature of 645 °C.
