What is the significance of electron density in the conduction band in a DOS plot?

In the attached plot, it is shown that C has density in the conduction band but Cl has no density in the conduction band. What does it signify?

Also, there is overlap of electron density of Carbon and Chlorine in the valence band, does it indicate a covalent bonding?

It would be great to know your thinking. Thanks in advance
