As per my knowledge the Topoisomerase helps in the unwinding of the double helical structure of the DNA, during replication as well as transcription. In which it binds to the dsDNA and cuts the phosphate bond , either on one or both the strands and helps the DNA to unwound. This is generally an isomerase enzyme that works on the topology of the DNA.
As such I haven't encountered the role of the topoisomerase enzyme in DNA shortening. If you have read it somewhere kindly share the detail and Try to read about telomerase enzyme that have role in DNA shortening. Hope my answer might help you.
Topoisomerase participate in the underwinding or overwinding the double stranded DNA during replication process, when replication process is start the double stranded DNA is highly twisted and overwind ahead of replication fork than topoisomerase enzyme help to relax the double Stranded DNA
