An additional column comes with the data as follows:
- a number code of 5, 6, 7, or 8 for wind speed
- a letter code of F, E, I for precipitations (rain)

Dear Cesar,
I suspect that the numbers in the wind speed data column refer to the Beaufort scale of wind speed [Bft.]. Wind force in Bft. is usually given as a number between 0 and 12, although it can be extended beyond that for the case of intense tropical cyclones etc.
I am not sure about the letters in the precipitation category, though. Perhaps qualitative descriptions such as "frequent", "intense", "excessive"? This would, however, be very unprecise meteorologically.

I need to investigate more, as if it was the scale then the numbers aside speed values would stretch from 0 and 12 as you say, but they are ranging from 5 to 8 only. Best regards,

There are many different formats for the transmission, communication, short term storage, archiving, etc of meteorologic and hydrologic data. For example, the WMO has catalogued codes for international and regional use. There are also different formats for ingesting data into modeling systems and the like. I don't think you'll find an answer to your question unless you know what specific format is being used and can then find definitions for that format. The definition document(s) of any format should provide you with an answer. Asking questions about where the data you have came from, who provided it to you, etc might be helpful.
Be careful of anyone who says they can recognize the data you have. They may have expertise in a particular format, but not in a different but similar format.
