Consider two nanoparticles one of which is dispersible in some solvent and another is not. Now if one wants to form a shell around that nanoparticle, for which one among the above two would it be better; i.e., is there any advantage in forming a shell around a nanoparticle, which has better dispersibility?
If your core particles are not well dispersed in your solvent, you can't get individual core-shell particles - at best you'll form shell-coated clusters and agglomerates.
Take the example of oleic acid capped iron nanoparticles, which are not dispersible in water. However you can make them water dispersible by coating with silica in a reverse emulsion process. In your case, you will have to have an emulsion where both types of particles are happy to begin with, while at the end the coated particles will be dispersible in only one solvent.
