What does photo-sensitivity tell us about the light detector in general? and is rise and fall time among the important figures of merit?
and is photosensitivity of the phototransistor effected by the leakage current level?

Photo-sensitivity, in the context you refer, is way of quantifying the minimum amount of light needed to produce an electronic signal and is
typically wavelength dependent. The units may be current/lumen, charge/lumen or for very sensitive devices, quantum efficiency (efficiency of detecting a single photon). The rise and fall times of a device quantify the minimum time separation between light pulses whose properties you wish to measure. Ultimately your ability to make a light measurement depends on your ability to separate the electronic signal from light from that of the noise in your electronic system. The leakage or dark current represents one component of noise originating in your sensor.
