Aqua regia not heating up?

I used Aqua regia to clean Au nanoparticles in the used glassware. But for some reasons, it is not heating up upon mixing. The color did change from no color to light orange. The Au NPs on the glassware were not dissolved at all.

This is the step I used right now.

1. Transfer 3 parts of conc. HCL to the glassware to be cleaned

2. add one part of conc. nitric acid

Even if I wait 20 mins, it did not heat up at all, only color changed.

What did I do wrong here?
