What is the best way to dissolve tamoxifen citrate?

Hi everyone

I prepared a 5mM stock of tamoxifen citrate dissolved in DMSO but when I supply 10uM of it as said in the datasheets, it didn't cause cell death within 48 h. What's the problem?
