I am trying to dry POPC lipid of 100uL but when I think it is dried and add detergent containing buffer, it becomes blurry solution. So I thought I cannot get rid of chloroform and that's why I am ending up with this result..
I tried many ways but still I couldn' manage so I wonder really what can I try to completely get rid of that much small amount of chlorofom except SpeedVac which I am not eligible.

Dry the sample as a thin film, then put it in a vacuum chamber or lyophilizer overnight to remove the residual chloroform.
Bear in mind that even without any residual chloroform, the dry lipid may not be fully soluble in the detergent you are using at the lipid and detergent concentrations you are using.
A good way to dry lipid film completely out of chcl3 is to make a thin film (as mentioned by Adam). You can use a glass tube if available add your lipid sample then hold it under a gentle stream of nitrogen. make sure the stream is gentle, if it is too strong the lipid will get all over the tube you don't want that, instead you wan to make a thin film at the bottom of your tube. Once you can visibly see that the film is formed and there is no residual chcl3 you can now place it in a vacuum for 3-4 hours or overnight. When you bring it out of the vacuum you can flow some nitrogen gas over it and it should be good to go.
