The answer of this question is totally depending on what is the host cell you will use (e.g Bacterial, Plant or animal cells). For example I prefer agro bacterium for plant cells. Heat shock and electro-poration for bacterial cells. Microinjection for animal cells. The attached paper described three different transformation methods (Agrobactrium, heat shock, Gene gun) to achieve the results.

Is that true that using agro bacterium for transformation has always a chance of only 1-2% of success?
