What i meant is the classification of the methodologies (types ) or approaches for land use planning.

The "best", i.e. appropriate, classification depends on your research question

Let us assume  for the moment that the context of this question is an economy in which market processes play a large role. In this context, interventions from the public sector, euphemistically called "planning", should be categorized according to what market failure they are said to address. For example, is it the production of external diseconomies. Alternatively, is it the lack of production of facilities that are to some extent "public goods." Some of this will depend on the nature of eminent domain in the society/economy.

If, however, the economy is primarily controlled by command, then "planning" consists of all the coordination issues that are otherwise determined in markets plus the issues outlined above. Any classification scheme in this context would have to be multi-dimensional.

I feel land suitability analysis taking into consideration the physical setting and the socio-economic setup of the region together with present land use evaluation will help you better in planning the future land use policies.

in my opinion , when we are talking about land use planning , we are dividing land for various facilities. let me assume that we can classify the land use approaches based on " type of dividing land  " . in this regards we can have at least two methods 

1- Devoting land for each facility based on the population  independents of other facilities ( like Iranian standards )

2- Devoting land for each facility not only  based on the population  but also base on the  area of other  facilities . like Italian  standards 

Rabab Ali, regarding your comment on Oct 22; I think it takes us all "Back To Square One ".  In modeling you either start with your needs (goals), or you start with one actual piece of land and find "best uses". You can plan your "community", small or large on a paper, and then look for a suitable piece of land. Vice versa, you start with a piece of land, "empty" or not, and you will through different analyses find best uses for the future. Is this comment of any help?

Thank you all for your valued answers. Of course for each different  research goal we have the appropriate approach or method (e.g. linear programming for one objective function, or multi objectives approaches, etc...). Here by,  I was trying to list down (in to categories) the various approaches which have been taken in finding the optimal land use allocation. So what I found that we may categorize these approaches into three major groups:

Mathematical programming models (e.g. linear programming) 

Spatial models (e.g. using GIS)

Or Hybrid models (e.g. TOPAZ)
