MgO is slightly soluble in water to give a pH of higher than 7 due to the formation of Mg(OH)2.. It is of course soluble in acidic media but it will not be MgO anymore but Mg2+ solution.It is soluble in strong alkaline solution as ZnO and Al2O3 are.Anyhow, please see the following reference for more information.
