(00l) is generally related to interlayer separation. If the (002) appears, but (004) is not, can I relate this to a low ordering along the c axis and therefore to different interplanar spacings?
The intensity of powder diffraction peaks can differ from a random pattern in case there is preferred orientation (texture) in the measured powder sample. This can only be verified by comparing peaks with different hkl indices. For the random pattern (ICDD 04-014-0362) the 004 is about 5% of the 002. Hence it could be that the 002 is weaker due to texture and therefore the 004 is too weak to be observed.
You can conclude that there is texture by for example comparing the ratio of the 002 (100%) and the 100 (3%) peak and/or the ratio of 002 (100%) and 101 (15%) peak.
