I have come across a submission changing from "under review" to "reviewer invited", which sometimes implies that a reviewer objected to further reviewing a manuscript or one of the reviewers' reports is conflicting and therefore the editor needs a tiebreaker. However, I just came across a submission with "editor assigned" now changed to "new submission" more than three months in the editorial process. What does this imply?
I think, sometimes, some editors do not want to go ahead with the review process, so they do not take any action. Therefore, the editor-in-chief decides to send the article to another editor. In which case, the journals treat the article as a new submission.

The assigned editor either refused to handle the manuscript or unavailable.
