Currently there are many changes in public policies regarding this. At least in Mexico, three years ago, the government changed the law in favor of researchers being able to obtain a benefit (economic) from their discoveries. Throught patent, indutrial design, and utility model.

As stated in the question, I think it is a fair reward for the effort that should encourage investment in R + D + I.
The role of government in scientific research and development has for long been the object of discussion. But, it is also incumbent on research institutions to recognize that they operate in a competitive environment. To remain competitive, they must entice their researchers to become entrepreneurs who (i) operate effectively in highly political environments; (ii) distill powerful messages from the results of research; (iii) use networks, hubs, and partnerships and build coalitions to work effectively with all stakeholders (including the private sector); and (iv) maintain long-term programs (including marketing) that pull all of these together.

marketing of knowledge and service products can provide benefits for the development of knowledge. the development of ICT, for example, will provide a new understanding of knowledge, eventually the demand for curiosity from various knowledge information will influence the learning process and share knowledge on campus, private organizations, courses, training etc. I imagine that marketing knowledge products and services as a tool to communicate to various parties how important the development of knowledge, especially the government, with a variety of knowledge information in the bureaucracy such as implementing e-government can bring the country virtually, considering the number of internet users continues to increase, in the future the government will provide virtual services, it could be, but these developments must also be adjusted to the circumstances in which they are applied (man, money, material, method, machine), so the conclusion of marketing activities is very positive for the development of knowledge in a country. innovation is the key to the success of global competition, marketing these products is part of innovation
