Poverty is deeply ingrained and plays a vital role for education with more relevance to the secondary level students from the lowest strata of society.
First, secondary education must be free. And it must be made compulsory for parents to provide and avail secondary education for their children. It's not just primary education that must be compulsory. Third, poor children should be provided with a free simple meal a day so that their most basic need is met. Thanks.
In my country the government pay money (as an incentive) to poor parents if they send their children to the school. It has been observed that in the poor family the children are involved in money earning, or helping family business or farming. So if they go the school then parents themselves cannot manage their business or farm. Therefore, I think the government should consider the poor children's role in the family.
In India, the Government Schools offer free education. However, children from very poor families sometimes can not avail this opportunity. This is a serious problem in poor countries.

In India, there exists a mid-day meal program in the primary schools. Free mid-day meal is supplied to children in the government schools. This was started to attract students from the poor families to attend schools.
