It seems that it is listed in the UGC Care list and few scientists from reputed organizations are also publishing papers there. Organizations like ISRO.

Regarding Bealls. It was discontinued in 2017 and I am quite skeptical about it. Some journals might have become predatory and now should be added. While some might have improved and should have been removed. Up to my knowledge at one time MDPI was also added but later removed.

In these 4 years, many things have changed. To check the authenticity of the bealls list, I have sent garbage paper to one predatory journal and they accept it within some hours and it has been two months and they are still asking for money.
But there are other journals added to the list that have provided me reviewers’ comments, asked multiple times for correction. Don't even ask for money and reject/publish it.
Beall's list at least for me has been partially true. I can't disagree with it but I can't also completely agree with it.
One correction the Beall’s list continued after Jeffrey Beall stopped, last update March 7th 2021 see changelog https://beallslist.net/changelog/ Indeed in the Beall’s list (https://beallslist.net/) it says “ICTACT Journal (note: this publisher’s journals are indexed in DOAJ, so it is likely not a predatory publisher)”. There are more ‘comforting’ features:
-As you said (four of) their journals are indexed/member of DOAJ
-They charge no fee
-Their collection of journals is not excessive so some guarantee that they can maintain some level of quality
Some disturbing things are:
-Abbreviations of their journals like IJMS belong to other journals/publishers
-As far as I can see no received/acceptance info and no contact info of authors
-Archive seems to contain empty issues or is sometimes not working
-For an ICT focussed company their website works slow and is rather ‘elementary’
So, I would say not predatory, but it is questionable whether they will ever make it to the international recognized indexing services like Scopus or Clarivate’s ESCI/SCIE index.

PS. Yes, your statement/questions about the Beall’s list is true. To some degree it still is a valuable tool for a first idea while indeed there are examples that showed it is far from flawless. My personal example is "Frontiers", a publisher listed in the Beall’s where it does not belong. See for more discussions on this for example:
