Indeed almost all internationally published research can be considered as a local research project if the financial support is available. However, not all international research are very pressing for a particular local region. For example, a problem might have an international significance (probably in European countries) but will not be very pressing in other regions (eg Africa). Thus, I will vote for the mirroring of research that has local relevance. Research that will lead to the solving of problems that the locals are facing.

I think, trying to get into under the auspices of an International or regional project and pretend it to be relevant to local domains is a dubious approach. I would first identify local people who can do professional sounding job and as to whether there are other people to be a good match to a leader(s). That seems to be a more reliable and a decent approach to proceed.

I see your point dear @Len Leonid Mizrah that having more focus on the local society needs should be more fruitful, however, local logistics may not be available to support such approach.

I think that major international research groups should dedicate part of their project / funding to enhance such collaboration, that should favor the underdeveloped regions.
