The widespread diffusion of Information and Communication Technologies (ICT) and its integration in our day-to-day activities, has transformed our societies in different ways. Electronic platforms have a wide array of applications and a citizen not only must decide how to pay the electric bill and monitor usage, but also may use civic data. Success of smart city initiatives depends upon the capability of integrating the advantages of ICTs and empowering citizens to make significant contributions, to ultimately improve social justice, equity and sustainability. The influence of outer factors (governance, natural environment, infrastructure, economy) are in some way filtered or influenced by digital inclusion. A Smart City is a city well performing built on the “smart” combination of endowments and activities of self-decisive, independent, and aware citizens.
