From my research, when flood occur, most of the cars will be not functioning well. The outer and inner body of the car will be corrosive due to the present of both water and air. I had come up with a method to prevent the corrosive by wrap the car with the plastics and put a lot of silica gel. Because even if we wrap up the car, there are an amount of air and moisture contain in the plastic, which eventually will cause corrosion to occur.
If a car goes through a flood or deep water or salt water, the cars are not designed to handle this, too many nooks and crannies. Years ago, in snow country, when someone bought a new car, they typically would get it under coated with a black tar like spray where they put the car on the lift, taped off the car paint as needed, and sprayed the underside of the car to keep out salt from the roads, and at the end of the winter snow season or more frequent if you could afford it, wash off the car as good as you could, both outside and underside. Most cars about 5 years old had some rust, but we sanded the area, applied fiberglass putty, sanded it smooth, repainted the area as best we could and drive on. Some individuals just drove what turned out to be a rust bucket until it started falling apart.

As Mr. Hansen has pointed out, corrosion protective coatings are often utilized to sealed the most susceptible and exposed areas in a vehicle. Commercially available corrosion protective coatings can be composed of acrylics, alkyds, bituminous, amine epoxies, polyamide epoxies, coal tar epoxies, fusion-bonded epoxies, inorganic and organic zinc-rich primer, urethane, polyurethane and UV-cured coatings. These coatings have been shown to protect bare metal components from corrosion-causing conditions such as moisture, salt spray, oxidation, etc.
Frequent washes using salt neutralizing solutions will also contribute by keeping surface areas free of salt (major contributor in the corrosion process). We have a study on the influence of these corrosion inhibition solutions on winter maintenance equipment.
