Perhaps you may think this is too immature question to be asked in RG. Well we know before submitting our manuscripts in a journal we consider several factors as such:
1) Scope of the journal
2) Reputation (may be impact factor, indexing)
3) Publisher
These are all well known factors you certainly should consider before you decide to give a "go". However, do you think the outlook, in case of online journals or journals available in the web, of the journal website contribute to some extent in the decision making process? For example, let us consider a journal website which looks too clumsy and not user friendly and another with decent look and easy to use web interface (both have the same impact factor), which one you will choose, if you have to?
What are the other factors, even small ones, you think will help you to make the decision?

That's another BIG issue, in fact a major one. Specially in resource limited countries like mine we don't even think about submitting a manuscript in a journal which has high APC. But good thing is many of the giant players in the journal publishing business have an "auto waiver policy" for the low income countries. For example: BioMed Central, BMJ Open (BMJ group), Frontiers journals (sister concern of NPG), PLOS journals.

I was actually looking for small factors as I said one, the look of the website. I have known some researchers, who are my colleagues too, considering the final formatting (outlook) of the paper (single column, double column for example!). Do you have any one like these those are not conventional major factor, but somehow you take into consideration before deciding to submit?
I don't have any objection about article processing charge, unless capability to pay APC solely play the role to accept or reject a manuscript. However, in context to low income countries we are blessed as I explained earlier about the waiver issue. Still I think 2000 or 3000 USD APC is too high even for the researchers coming from resource available setup.
Now a days, in the field of medicine, I have seen the publishers take less time to give a decision about the submission. However, there are some, certainly I won't tell the names, take more than usual time in the overall process. Speed of publication is a major factor, I second your opinion. Thank you Maria Maldonado.
I think I may understand what Riaz is getting at. The professional (or not) look of the interface or the navigability of the website do impact the way people interact with the papers published in it. I don't know that it influences whether I'd submit to it, but that's more because at this point I feel like it's a publishers'/editors' market rather than the submitting authors' (at least mine) so I can't afford to be super-picky at this point. Maybe with more publications and recognition under my belt it would become a bigger factor for me.
