You ask a crucial question which concerns many people. As far as I can say, there is no definite answer to your question.
Are you applying to get funding yourself? in that case you have to go through the criteria of the funding organization you apply for. They should be available (from your question I understand that this is your case).
Are you applying for a post-doctoral post which is announced, as a job vacancy? In that case go through the vacancy announcement. There you should normally find out what criteria are expected (essential) and what desired for the work.

I advice you to contact schools directly and ask for critieria as each school has its own criteria that may differ from others.
It depends mainly on university policy. You can select a specific university for post doc. position, and then check the criteria.
You have several ways how to apply for a postdoctoral position. You can ask your supervisor to give you advice and name of persons to contact. In the back pages of Science or Nature you may find advertisement about postdoc positions available. If you attend a scientific meeting you can contact researcher and ask them whether they have a position for you. In any case you need to prepare a curriculum vitae and a list of people who could give letters of recommendation. For advertisements send as may letters as possible, so you increase your chances because for one position you can have as many as 100 candidates. If you get negative answers don’t be discourage, keep hammering on the nail. Good luck
