Combustion analyzers are generally used to measure TOC, it is a specialized piece of equipment that costs a good amount of money. If there are any 3rd party Environmental testing labs close to you, it is not very expensive to get tested, less than 100 USD. If you have a spectrophotometer, you could probably use the Folin-Ciocalteau method to measure phenolic compounds.

As Jonathan said..Folin ciocalteau method is the best method of determining total phenolic content in any of the source.. UV spectrophotometer is sufficient to analyse. But you need a reference standard like gallic acid for estimation and calculation.
Folin reagent is a typically used sum parameter for tpc determination. Nevertheless you have to remember that the reagent is well-known to react also with other substances than phenolic compounds (e.g metals, lipids etc.). Furthermore, the tpc you measure depends on the equivalent phenolic compounds which you take for your uv-vis calibration curve.
