Obviously, it is helps to spend some extensive time with a colleague to develop a meaningful and authentic relationship. In the absence of the time to actually visit one another, I would suggest that folks stay in touch on email and other social networks regarding their shared interests. Another important means of developing collaborative projects and attending conferences together.
Other possibilities closely related to what you named include e.g. contacting people in connection with their work (e.g. via social networks, including RG, or, say, via e-mail), and perhaps inviting them to visit your institution, and organizing conferences and other events.
