Use an online meeting platform for such types of University Graduation Ceremonies during the COVID 19 World pandemic.
Just like sports events, virtual graduation ceremonies can take place without spectators. Any oath taking can be completed electronically.
In Germany graduation ceremonies were cancelled in the end of the 1960ies when the young students wanted to have something new (the students had many riots on the streets and clashes with policing forces since their parent generation was mostly Nazi followers).

And nowadays since the young want something to remember - some (mostly private Universties, but also state financed universties) are starting a new tradition to celebrate grauations.
I attended my very own Doctor ceremony at Carl von Ossietzky Universität Oldenburg where the faculty of Law and Business handed out all Diploma (Master) and Doctor rerum politicae (PhD in Economics) graduation papers...

You may also make a video conference if you want to have some celebration and final words to the crowd...
Mostly in Germany it still is simply an administrative act.
An official paper with the Universtiy seal is prepared and you can collect it during office hours...
But then mostly Germany's Universties are tax funded and students do not have to pay tution... So this is possibly the price to be cheap and rather of high quality...
In many cases, graduation ceremonies are for the parents, friends and family members of the student who have graduated. I feel families will never feel the joy of celebration of graduation if graduation ceremonies are not done a lot as usual.

But is such a great and emotionally necessary event worth when spreading and a possibly deadly disease?! My answers is clearly: no!

Universities may opt for a longer duration graduation ceremony that may span through a 1 month period as against the I day ceremony where students attend in batches of 50. That way, the social distancing is maintained along side other Covid 19 protocols, and the normal ceremony can be be done with great care
Online graduations are the way to go post COVID-19....even though they might not be as interesting.
