The War on Terror in all its forms, perplexities and expressions at least in its current form is not necessarily a construct, from the moment the US was hit it needed to hit back in its right of self-defense as was the case against the Taliban in Afghanistan but it then used the threat of WMD terrorism which did not exist in reality in the case of Saddam Hussein to overthrow him and occupy Iraq, an intervention of destructive consequences for regional stability that reverberate and will continue to reverberate today and into the future. The infamous 1% doctrine of US Defense under the Bush 2 Neocons treated as certainty the 1% probability that Saddam had or may equip terrorists to attack the US. So in some cases retaliation is legitimate in other cases it is a construct to pursue a different geostrategic agenda
It is well known that extreme Islamist Jihadists and terrorist movements are a small minority compared to the overwhelming majority of Muslims, who are neither violent nor terrorist. It is the Islamophobia industry that has made the correlation between demonization of Muslims and acts of terrorism. However, there must be a strong movement countering and refuting anti-Muslim racism.
The CT world has always been reactive. On the other hand, the best approach to countering terrorism has always been proactive approaches along with the adaptation of different strategies to thwart immediate security threats!
