Arsenic in water if exceeded 50 micro gram in a litre, become health hazard. Such water for drinking may be very very harm ful. However for domestic use, it is as harmful as drinking. It works like a slow poison. It is slowly , week and than band the bones. In addition to Many other well known diseases which are mostly incurable. it is noted not to underestimate arsenic enrichment water for drinking or domestic purposes.

There MAY be "safe" levels of any contaminant - that's life. But there certainly are levels at which many compounds are known to produce damage of one sort or another. Just assuming that the levels of arsenic in your water are at harmful levels, I would recommend that some investigation be done into the use of arsenic removal technologies. Many are relatively inexpensive and may be used from sizes for individual use up to local communities.

Arsenic in the plants irrigated with sewage water from different leather tanning,textile, and alloy or steel manufacturing industries accumulated in the plants affects human and other animals and land which was used as dumping zone for sewage water previously affects plants grown there as well as affects human and other animals who consume them.. still don't know how arsenic in the other lifeforms (microbiota) affects human.

The answer is yes - to plants, if it is used for irrigation because As canaccumulate in soils and bioaccumulate in plants. There is therefore a potential risk to human health from consumption of plants that accululate As from soil. There is a large literature on that threat but the threat should not be over-emphasised.

If my well-water contained 100 microgrammes per litre of As, I'd happily use it to wask my clothes and take a shower, brush my teeth and wash the car (or the dog).

I'd be wary of allowing my livestock to drink it.

Yes, although it is not used in drinking. Its usage for other functions relax to arsenic pollution of river and other surface water which are habitats for fish that we eat. So their accumulation in fish will end up affecting people who will consume the fishes.

Supposing that with ‘daily needs’ you refer to drinking-water consumption and irrigation of crops, then I would definitively advising against using arsenic-contaminated water. That is, if you have access to a safe alternative. Arsenic accumulates in your body and, once inside, it stays there. Can even replace phosphorus in your bone structure and, more seriously, it is the cause of all the arsenicosis diseases listed by the other respondents to your question.
