If I'm building a given concept for an ontology and I find an important definition described in a copyrighted IEC or ISO or another non-public document, can I use this term, e.g. in the rdfs:isDefinedBy? Can't I use this at all? Can I use only terms that are allowed to be (re) used according to their license?
I have investigated this with the of the standard offices and this is the answer they gave me.
In case a concept is reused, the source (URL) of each reproduced term need to be explicitly mentioned. In addition, the acknowledgment & disclaimer should be written for each term.
For example:
Copyright © Year Organization City, Country. Organization web page, e.g., www.organization.com

My understanding is that you have it correct; stating the source and copyright should be sufficient. Failure to do so would obviously be plagiarism.
Of course, I am not a lawyer, but I have checked with several during my years dealing with Linked Open Data.

well, if you just cite the textual definition in your ontology, I would think it is necessary to cite the definition according to the standard office.
However, if you create a representation of the definition in OWL (or some other formalism), I would think that you create a new work ("Werk"), atleast according to German law. From my lay-understanding this is an intellectual and sometimes highly creative act, comparable of making a photography of some painting, and thus should qualify for its own copyright (Urheberschaft). Anyway I am not a lawyer, so in that case please check with one at Fraunhofer ;-)
