Normally, DPPC liposomes are neutral or very close to neutral. If you want to make your liposomes cationic you should add to the formula another cationic lipids such as stearylamine or DOTAP.
I agree with Bautista-Erazo and Kaplun. For positive liposomes, since you have DPPC, you can mix DPPC with a small percentage of stearylamine, or DOTAP or one of the nontoxic O-alkyl phosphatidylcholines. For a good selection of cationic lipids check the AVANTI POLAR LIPIDS web site.
Speaking of this, do you think stearylamine is a good choice? I'm preparing some liposomes with stearylamine and they are highly cationic and I use really little amount but I wanted to be sure that our macrophages are not going to be stressed by this component.
Stearylamine has some toxicity with erythrocytes but it has been reported that macrophages are ok in the presence of liposomes containing stearylamine. Please check out the following:

We studied the ROS interaction with DPPC and observed the increase in surface area of the lipids. We concluded that the increase in area is due to the detachment of NC3H8+ groups from phospholipids.
