Promega website will tell you the sequence of the primers. RVprimer3 is forward 5' end of the MCS, but RVprimer4 is a reverse primer on the other side of the plasmid ~2kb away. They are designed to be used for sequencing rather than PCR. 

I would take the full sequence in FASTA format, do an in silico cloning to get the full sequence of your desired promoter-luc construct and put the sequence through Primer3 to design your own primers. You can select in primer3 that you want the primers to flank your cloned-in fragment.

It looks to me like RVprimer3 is a forward primer that is upstream of the MCS (when the plasmid is circular) and RVprimer4 is a reverse that primes AFTER the luciferase 3'UTR and SV40 polyA site.  If you don't get your whole insert sequence with RVprimer3, then you might want to order a reverse in the luciferase CDS.

I've successfully used the following reverse primer for PCR and sequencing:

luc2St-R: 5'- CTTCTTAATGTTTTTGGCATCTTCC-3'

It ends near the start of luc2 luciferase in pGL4 vectors. Colony PCR with RV3 and luc2St-R quickly shows the length of inserts in the MCS.
