Yes, publishing a paper in special issue will most likely increase the visibility. Publicity starts even before it is published, especially when authors are invited to submit to the issue. When the special issue is published, the Guest Editors will write editorial and this contributes to the wider dissemination of the special issue. Again, because it attracts authors from diverse background, this may help to increase publicity and visibility.

Special issues are papers that focus on more stringently defined research areas. Ideally, leading experts in the respective fields are invited to contribute in such issues as authors. Hence, to be up to date with what other leading research groups are doing, you will need to see these issues. So yes, the visibility of such papers are enhanced, in a way, to reach the target audience.
Special issue editions have more concrete themes as focused on particular topics. If it can be accessed openly then there will surely be high visibility.
In my best knowledge, special issue of a journal will definitely have more visibility because of the specialized and focused theme and the involvement of invited editorial team members.
