I would like to work on a perovskite based solar cell. So, which steps to do :
1- TCAD simulation then fabrication and comparing results?
2- Fabricate directly then simulate and compare results?
Sometimes simulation is not realistic, sometimes we have not enough chemical compounds to do a lot of tests.

When designing anything, the best advantage of simulating what you have already designed is the saving of time, material and money, if that is not relevant then the old method of trial and error is used again, manufacturing, testing and if it does not comply with your expectations you return to manufacture until it satisfies you.

In my recently article (A STEP-NC compliant robotic machining platform for advanced manufacturing), I explained the importance of (1) simulation and (2) manufacturing order.
"(...)robot machining simulation, which is important in order to: (i) configure the robot in off-line programming environment; (ii) verify program before machining; (iii) detect collision during program execution; and (iv) verify the position of workpiece within the robot workspace". That is a definition for CAx systems, but I am sure that you can use, this or similar definitions according with to your question.
